This fear and desire lead to an arms race, a buildup of military capabilities, and a constant search for advantage over other states. As a result, the international system becomes increasingly unstable and prone to violent conflict. The author also argues that the current international order, based on the idea of sovereignty and non-intervention, is flawed and has led to a world where some states are more powerful than others, creating a power imbalance that perpetuates conflict and violence. He suggests that a new international order based on the principles of legitimacy and human rights could help to reduce the threat of war and promote peace and stability.
