Recasting NATO's Strategic Concept: Possible Directions for the United States Introduction The North Atlantic Treaty Organization (NATO) has been a cornerstone of transatlantic security for over seven decades, but the evolving security landscape and emerging technologies require a reevaluation of its strategic concept. This occasional paper explores possible directions for recasting NATO's strategic concept to address the challenges of the 21st century. The authors argue that the alliance needs to adapt to the changing nature of threats and opportunities presented by technological advancements, shifting power dynamics, and new forms of competition. Chapter One: Understanding the Evolution of Technology Technology is transforming the world at an unprecedented pace, with advancements in artificial intelligence, cyber capabilities, and space-based systems reshaping the global security environment. To effectively respond to these changes, NATO must understand the process of technology evolution and its implications for national and international security. The chapter examines the drivers of technological progress, including scientific breakthroughs, investments in research and development, and the role of government policies.
